  • Add DriverRuleAdmin with per-user scoping for all CRUD operations
  • Register DriverRuleAdmin in admin app
  • Add cors_allowed_origins setting and CORSMiddleware to public app
  • Guard nullable bearing/speed fields in vehicle_positions endpoint
  • Add --override-trip-id flag to simulate_trip.py
  • Update railroad-club dependency to include DriverRule model
