Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
We should incentivize people to work in rail. Lets have a Railroader Card for employees, allowing for use on every system across the US.
Centralized pass system
When agencies join, their employees get to join the pass. There might be a membership fee that is based on # of employees and size of network. Then employees might pay a small monthly buy-in fee. Profits could be redistributed to the members.
The agencies are required to respect anyone using the pass. This means they are forced to implement recognition of that ticket type. We could use a modern and strong ticketing system that would encourage them to adopt these practices. Maybe whatever eurail/interrail uses.
Public expansion
As much as I hate the big ski passes, it's an interesting model to consider. You'd probably have to differentiate between Amtrak access and regional access. We need something of a Deutchland ticket option (access to all regional rail).
Could we integrate with buses? It should at least work on local transit. Maybe it could even work on long distance buses. That would really allow you to explore the country.
Amtrak already has a pass, so they already have the ability to reserve seats with that. Lets add regional rail to that.
This needs lots of flushing out.
